Brisbane Airport’s infrastructure pipeline includes more than 150 projects across terminals, runways and airfields, investment properties and precinct development, roads and transport, parking and access and services and utilities.
The program will create ongoing opportunities for collaboration and shared success across Queensland and beyond.

To build a network of trusted delivery partners we opened an Expression of Interest (EOI) for our capital deliver program in early 2026. All EOIs will be evaluated in stages through the panel approach and we will respond to every submission.
To support Brisbane Airport's next great transformation, we're reviewing how we deliver capital projects and are transitioning to a panel-based procurement model to enable earlier engagement, long-term collaborative relationships and to simplifying procurement.
Five panels will support delivery across our aviation, infrastructure and commercial portfolios, spanning early planning through to delivery and commissioning.
- Consultancy Panel: Invitation to tender issued July 2026. Submissions under evaluation.
- Terminal and Commercial Panels: Tenders to be issued shortly.
- Civil and Electrical Panels: Early 2027.
Each panel follows this process: EOI outcome notification, invitation to tender, portfolio briefing session, evaluation and award.

We introduced an EOI process as part of our broader Market Engagement Program to simplify procurement pathways, improve communication, and support suppliers of all sizes. Our EOI process aimed to:
- Connect early with industry to build strong partnerships
- Understand market capability and capacity across Queensland and beyond
- Broaden participation for potential partners and suppliers
- Plan procurement packages effectively.
Please note, submitting an EOI did not replace our prequalification or tender processes.

The panels are being established in stages:
- Consultancy - invitation to tender issued July 2026. Tender submissions are currently being evaluated.
- Terminal and Commercial - invitations to tender due to be issued mid-August, with portfolio briefing sessions scheduled for mid-September 2026.
- Civil and Electrical - invitations to tender due to be issued in early 2027.
The establishment of each panel follows the same five stages: EOI outcome notification, invitation to tender, portfolio briefing session, evaluation and award.

Brisbane Airport welcomes infrastructure suppliers of all sizes, including design, engineering and cost consultants, as well as Tier 1, 2 and 3 contractors.

Every EOI respondent will be notified of their outcome, following evaluation. If your EOI is successful for a panel, you will receive an invitation to tender and an invitation to the portfolio briefing session for that panel. Notifications will be aligned to the staged panel establishment process.
If your EOI was not successful on this occasion, it does not close the door. Panels will be refreshed over the life of the program, and other opportunities will continue to be released outside the panel structure.
