Certain types of development are defined in section 89 of the Airports Act 1996 as being ‘major airport development’.
Brisbane Airport Corporation (BAC) is required to develop a Major Development Plan (MDP) before undertaking such developments. Draft Major Development Plans then undergo public consultation prior to being submitted to the Commonwealth Minister for Infrastructure and Transport for development approval.

Notice of withdrawal - Domestic Terminal Northern Regional Satellite
In compliance with section 96AA of the Airports Act 1996 (Cth), Brisbane Airport Corporation Pty Ltd (BAC) advises that on 8 July 2020, the Hon Michael McCormack MP, Minister for Infrastructure, Transport and Regional Development, acknowledged the withdrawal of the Major Development Plan (MDP) for the Domestic Terminal Northern Regional Satellite (DTNRS).
The DTNRS development was planned to ensure the growth of regional flights by the establishment of a satellite facility to alleviate operational pressures within the existing domestic terminal and to consolidate operations of rural, regional and some fly-in-fly-out (FIFO) routes in a purpose built space.
The current COVID-19 pandemic has caused BAC to re-evaluate forecast aviation demand. This evaluation confirms that no additional capacity of the domestic terminal is needed in the foreseeable future and therefore a satellite facility is not required.
BNE Auto Mall Major Development Plan
This MDP allows for the construction and operation of the BNE Auto Mall which includes a performance track, automotive dealerships and brand experience centres, track operations and management facilities. The MDP was approved by the Hon Michael McCormack MP, Minister for Infrastructure, Transport and Regional Development on 13 February 2020.
International P2 Multi-level Car Park Major Development Plan
This MDP allows for the construction of a second multi-level car park at the International Terminal. The MDP was approved by the Hon Michael McCormack MP, Minister for Infrastructure, Transport and Regional Development on 21 October 2019.
